The Local Update of Census Addresses (LUCA) report was completed April 4, and sent to the Census April 5 to meet the deadline of April 6. A summary of the results is listed below.

• The US Census sent data listing 30,039 residential addresses in Cabarrus County, exclusive of Concord.
• Cabarrus County records list 42,444 residential addresses, exclusive of Concord.
• 12,405 additional addresses were reported to the US Census.
• Although most of these are true additions it is important to note that some may be corrections to addresses the Census already listed. Many of the missing addresses were along streets where the Census also listed addresses. It was difficult to associate the Census addresses to local addresses because the fields with coordinate information were empty. As a matter of caution, all of the differing addresses were reported as additions.
• Approximately 1500 street segments were reported as additions to the Census maps. None of the addresses along these segments were found in the Census data.
• This is an extraordinary number of additions to the Census maps, and helps confirm the number of additional addresses.
• LUCA enumerates addresses rather than population, so the amount of potential Federal funding represented by the additional addresses must be an estimate.
• The Census has been the amount of revenue lost per uncounted person at $5000 per year, due to increases in local revenues disbursed from the Department of Homeland Security and related sources. Pre-Homeland Security estimates ranged around $2200 per year. For the additional addresses reported, the additional potential revenue represented by the additional revenue reported is as follows:
